2024 Candidate Questionnaire Responses
Voters Not Politicians volunteers and staff set up a process to identify pro-democracy, pro-voter candidates who share our commitment to a government that reflects the will of the people, and who will make strengthening and protecting our democracy a priority.
Candidates were asked to fill out this questionnaire that asks about voting access and common-sense ethics and transparency reform policies. Below are the responses to that questionnaire.

Answer 6: First and foremost, we are at a pivotal moment in our history during which we are being called, yet again, to defend democracy and to restore faith in our institutions. One of the most important ways to help voters in our state believe in the power democracy is to represent their values and their priorities in Lansing. That is why I will continue to fight to expand and protect access to reproductive healthcare, fully fund our public schools and invest in our students and teachers, and implement common sense gun reform in combination with community violence intervention programs across our state.

Question 6: What are your top 3 legislative priorities?
Answer 6: I have several initiatives I'd like to champion. My top three legislative priorities are 1) housing justice, 2) equitable development, and 3) good governance. My priorities for housing justice include continuing my advocacy for a publicly funded right to legal counsel for persons facing eviction and providing legislation to incentivize funding for social housing. My priorities for equitable development include reducing the use of public tax dollars in subsidizing private development; these deals often lack transparency and encourage political cronyism. My priorities for good governance include repealing emergency management, repealing state preemption of local control in areas such as housing and wages, increasing ease of access for citizen initiative and referendum, and championing the recommendations by Voters Not Politicians listed above.

Tonya Myers Phillips is an attorney who advocates for equitable and inclusive public policy. She is the Community Partnerships & Development Director for the Sugar Law Center for Economic & Social Justice. In this role, Tonya's practice focuses on government and public sector accountability, protecting constitutional rights and civil liberties, workers’ rights, and expanding economic rights and the social safety net for poor and working-class people.
Tonya also consults with Michigan Legal Services on housing policies for low-income families as the Public Policy Advisor. She is the ERASE Project Lead for “Keeping Detroiters in their Home” and the Project Leader for the Detroit Right to Counsel Coalition. Tonya also serves as an Adjunct Professor at Wayne State University Law School.
Tonya, a distinguished professional, earned her bachelor’s degree with honors from the University of Michigan and her law degree from the University of Michigan Law School. Her exceptional work was recognized when she was selected to serve on the City of Detroit Charter Revision Commission in 2010-2012. She has been honored with several prestigious awards, including the Distinguished Young Lawyer Award from the Wolverine Bar Association; Maryann Mahaffey Public Servant of the Year Award and the Community Advocate of the Year from the United Community Housing Coalition; and the City of Detroit Spirit of Detroit Award.
Ms. Phillips devotes valuable time to her community by serving on the Board of Directors for Community Development Advocates of Detroit, Sidewalk Festival Detroit, the Community Tech Collective Advisory Board, the Detroit People’s Platform Advisory Board, and her neighborhood block club. Tonya is also a member of the Wolverine Bar Association, Black Women’s Law Association of Michigan, and the National Lawyers Guild. She has also contributed significantly to the State Bar of Michigan, serving on the Justice Policy Initiatives Committee and the Character and Fitness Committee. Her dedication extends to environmental justice, as she has served on the Board of Directors for Habitat for Humanity-Detroit, the Wolverine Bar Association, and Detroiters Working for Environmental Justice.

Additionally, I'm a member and former Board member of Grosse Pointe Democratic Club, member and former Exec. Board member of MDP Hispanic Latino Caucus, current National Hispanic Caucus of State Legislators Midwest Board member; Majority Vice Chair of Agriculture Committee, member of Higher Ed committee, Local Gov't and Municipal Finance committee, and member of Natural Resources/Environment/Tourism/Outdoor Recreation committee. She has been a groundbreaker throughout her career, becoming the first Black woman to serve as Macomb County’s Michigan's state representative. Answer 6: I am focused on ethics legislation and rooting out dark money, as the chair of the House Ethics and Oversight Committee. I am committed to making our state government more transparent and was proud to introduce the BRITE Act this year, aimed at tackling dark money, closing the revolving door to lobbying and enforcing campaign finance laws in real time.
I am also focused on protecting our democracy, and was honored to have a bill in the Prop 2 implementation package. I also support the MVRA.
Lastly, I am passionate about pay equity and I am working to advance the pay equity package I am part of, as a member of the Progressive Women's Caucus.

Answer 6: My overall focus is to prioritize funding for the district for a new rec center, wayne-westland schools and new learning opportunities for the next generation. Answer 6: Healthcare: Healthcare is a fundamental human right that should be accessible for all Michiganders. Yet in Westland 7.4% of residents under the age of 65 are uninsured while 8.6% are uninsured in Wayne. The rates of uninsured folks in HD25 are considerably higher than the rest of the state (6%). If elected I would work to legislate a single payer healthcare system in Michigan to guarantee this basic human right. I want to change minds in Lansing and show them that the concept of universal healthcare is not only popular but necessary.
DTE Accountability: I believe in a Michigan that provides reliable, clean, affordable energy to all of its citizens. Yet the current state of our power grid has led to severe power outages and damages that have left people in the dark for days. These outages are due to increasingly intense weather coupled with a lack of reliable infrastructure because DTE refuses to properly invest in making overdue updates to the grid despite raking in record profits. Michigan residents are paying some of the highest electric bills in the nation while suffering some of the worst service. DTE has continued to defer maintenance on our power grid while increasing their rates. Instead of replacing transformers, trimming more trees, and burying power lines, DTE pays out their Wall Street shareholders with the money we pay to them for our utility bills. During times of severe outages the majority of legislators in Lansing remain silent about DTE’s role in the devastation because most of them are accepting campaign contributions from DTE. In fact, 93% of state legislators in Michigan accepted campaign contributions from DTE in 2021. Therefore, it is not surprising that no legislation has been passed to hold DTE accountable and push them to invest in our power grid. If elected, I will fight to pass legislation that will force DTE to pay customers for every hour they are without power, as well as laws that prohibit DTE and other utilities from donating money to politicians and PACs. Corporate influence in our politics gets in the way of good governance. That is why I have pledged to never accept a dime of corporate money and am running a campaign fueled by small donations from working people. Passing Pay to Pay Laws in Michigan would be a step in the right direction regarding taking back our power and ensuring residents have the affordable, reliable electricity they deserve. I also fully support efforts to create a statewide publicly owned power utility to expand on the current publicly owned power grids in the State of Michigan in cities like Lansing, Wyandotte, and Holland.
Climate: Corporate polluters in HD25 have been releasing toxic chemicals into the environment for decades without any accountability, and today residents rank in the 90th-95th percentiles for asthma. The city of Wayne alone is in the highest percentile for not only asthma, but also heart disease and low life expectancy. We cannot continue down a path where corporate polluters go unchecked while the public health deteriorates. If elected I will fight to make sure the corporate polluters are held accountable for cleaning up their messes and that we have stronger environmental protection laws on the books to prevent further messes and pollution. Beyond this pollution, the city of Wayne has had lead levels in their water that exceed the state’s “action level” for more than three years. As we see more and more communities across the country facing this same challenge, it is only a matter of time before high lead levels are detected in more areas of HD25. State Senator Darrin Camellari helped secure the necessary funding to replace lead-contaminated lines in Wayne, and I will do everything I can to ensure the timely replacement of those lines. I will also advocate for comprehensive testing for lead contamination throughout my district and fight for additional funding to address any additional lead-lines.

Answer 7: I want to explain my answer to the question regarding the potential for Michigan to prohibit regulated utilities and government contractors from contributing to 501(c)4s, 527s, PACs, candidate committees and candidates. First and foremost, I want to confirm my policy stance on the US Supreme Court’s Citizens’ United decision. When I ran for US Congress in 2018, I ran on a platform that included support for a Constitutional Amendment to publicly fund elections and remove dark money and corporate influence on elections. I still support that policy. My only concern about supporting a policy prohibiting regulated utilities and government contractors from contributing to 501(c)4s, 527s, PACs, candidate committees and candidates is that I don’t believe that will go far enough, survive judicial review, or be able to be implemented without additional actions at the State or Federal level. If I could be educated on why such a selective prohibition would be legally viable, then I would gladly support the policy in question.

Answer 6: My top three issues are affordable housing, education, and economic growth and prosperity. As someone running to represent one of the wealthiest but also most expensive areas in the State of Michigan and as a professional real-estate broker and builder, I am acutely aware of the challenges families face due to the lack of affordable housing. With my vast experience in the field and my bachelor of science in architectural engineering along with an MBA in real estate and finance, if elected, I would be one of a few housing experts in the Michigan House. We need to build more homes that are affordable to middle class and lower income families and we need to expand the presence of unions in the residential construction sector. We need more people like me working to solve the very complex issues that are causing the affordable housing shortage

Answer 7: The right for all to vote is the foundation of a functioning democracy. I have lived through authoritarianism and lawlessness. A nation where common people live at the pleasure of the state and can be whisked away without any representation or care. I have witnessed mass incarceration and silencing without any due process. It was so common that the lack of due process and random imprisonment was not merely something to be afraid of, it felt like an expectation. Two of my cousins disappeared in 1980. One was 17 and the other was just 14 years old. No one could ask about their whereabouts, they had no legal representation, and they were not allowed to receive any visitors. We later found out that their crime was enrolling in a karate class. I am blessed to be here now, in the United States, but I bring with me the experiences of my past. I am witnessing a fundamental political reorganization on the local, state, and national levels with distrust in government hitting an all-time high. I want to make sure that democratic backsliding never happens here, as I have seen what happens when a country loses its democracy. I feel the obligation to inform others that losing our democracy is possible and it can absolutely happen anywhere. If elected, I will fight for our democracy and make sure all voices are heard.

My community neighbors Oxford, where the tragic school mass shooting occurred in 2021. While I believe in the Second Amendment, I also believe we must be honest that gun violence presents a severe public safety and public health issue. And it is precisely because of my experience both operating firearms and working in national security that I believe we must pass common-sense gun safety legislation. We must prohibit terrorists, the mentally ill, and domestic abusers from obtaining guns. As an Army servicemember, I do not believe ordinary citizens should be able to easily obtain weapons or materials that allow them to outgun their local police or the military.
Mass shootings and gun violence are a threat to the security of our families, our communities, and our schools. No parent should fear their child’s safety after dropping them off for class. Failing to do all we can to protect our children is a failure to put the public first – and, in my view, a neglect of duty to address one of the nation’s pressing security issues.
Economic Opportunity:
Growing economic opportunity begins by investing in talent in our communities and the future. We must train the next generation to take on roles in Michigan’s 21st-century economy by connecting our workforce to the training that will prepare them for the trades, advanced manufacturing, technical, and cyber jobs of the future.
Michigan has always been a place where things are designed and built. Our state has an amazing history of innovation, from the creation of the modern automobile to the invention of penicillin. But the economy is evolving in our state, and we need to face forward and change with it. For our communities to thrive, we must be serious and strategic about growing economic opportunity and combating inflation here in Michigan. That starts with investing in education, connecting our talented young people with opportunities in our businesses, and ensuring that our entrepreneurs and small business owners can grow by hiring talent directly from our communities. This is how we continue to retain and recruit talent to Michigan.
Healthcare:
I am committed to safeguarding and advancing women’s rights. This includes ensuring all women have access to comprehensive reproductive health, regardless of their economic status. I will also work to improve local access to family planning services and educational resources and fight any attempts that threaten these fundamental rights.
All Americans should have access to healthcare they can afford, regardless of pre-existing conditions. No one should ever go broke because they happen to get sick, and no family should have to decide whether they can afford to save the life of a loved one.

Working with Secretary Benson, numerous voting rights groups (including VNP), and the clerks, we have made Michigsn one of the top states in voter access. Last year we passed 35 new election laws. I sponsored 8 of these laws and took the lead on all House election packages. We were the first state to put automatic voter registration for returning citizens into law and one of the first states to regulate AI deepfakes. I am committed to my work on election issues and we continue to move forward this year with even more changes to make Michigan the top state in voter access and Democracy, ensure free, fair, and accessible elections for all citizens, and prevent the spread of misinformation and disinformation.

2) Healthcare Access, Affordability, and Reliability: The health needs of our community continue to evolve, and hospitals or primary care are no longer enough to properly care for the needs of the community. Mental health care, addictive medicine support, family medicine, financial education, and dietary support help to improve public health conditions.
3) Public Safety: This is an area where multiple issues intersect. When the term ""public safety"" enters a conversation, many relate this to only first responders. However, public safety depends upon creating communities where crime is addressed, but this also includes safe and secure housing, making certain that access to food and services is not strained, and economic and job development supports the workforce and careers of residents. Communities thrive when there is no scarcity of quality goods, services, and jobs. To attract people to Michigan and inspire people to remain here, we must invest in our communities and people.

Christopher Crain, PhD
Introductory Biography
Christopher, a steadfast resident of Wexford County, traces his family lineage in the area back to the 19th century. His journey includes a stint in the US Army, entrepreneurship, and a role as a former college instructor. These diverse experiences have instilled in him a profound commitment to his family, community, and the cause of human rights.
Christopher’s early years were greatly influenced by his family's core beliefs regarding hard work, right and wrong, equality, and patriotic idealism. These beliefs were reinforced during his early adulthood while he served as a paratrooper stateside and overseas. During this foreign service, he experienced unfiltered exposure to social inequality and systematic human rights violations, solidifying his life trajectory. After receiving an honorable discharge, Christopher began his professional business career as a security consultant, mainly focused on operating security teams in high-threat scenarios. Many of these scenarios included clients who were victims of domestic violence and other forms of social inequality.
At this point, Christopher determined that he needed to return to academia to understand systematic inequality, its origins, and its propagation. During this time, he became interested in anthropology and its perspectives and methodologies for analyzing various cultural and biological conditions within and across social boundaries. This led to his central focus on violence as a methodology for maintaining social stratification in societies. During this period, he had the opportunity to instruct several collegiate courses, first as a graduate student and then as an instructor of record. Through these opportunities, he learned that anthropology's main pillars of cultural relativism and the cross-cultural perspective were valuable both for the scholar and in navigating the dynamic realities of daily social interaction. With a new understanding of these tools, returning to more active communal grassroots participation was only natural.
More recently, Christopher has been involved in his local governmental bodies not only through attendance during public sessions but also as a voice for others on the current issues facing the community. Until recently, he was also involved with a grassroots organization that assists the less fortunate in the region.
